Jay-Z has defended his plans for a casino to be built in New York City’s Times Square, saying the proposal “makes perfect sense.”
In an interview with City & State NY, the legendary rapper responded to many of the objections that have been raised by theater owners on Broadway, as well as black and working-class communities.

Caesars submitted the official proposal for the casino in June, which will transform an existing office building into a 992-room five-star hotel with fine dining and gaming.
Coalition opposition
The proposal for a Times Square casino is one of several on the table for New York City and has been one of the most controversial, attracting a broad caucus of opponents. The most prominent of these has been the No Times Square Casino coalition, formed by the Broadway League, an organization of theater owners and producers.
The group states that “casinos are built to keep visitors inside their doors as long as possible, patronizing their own restaurants, shops and entertainment venues—at the expense of the 90,000-plus jobs nearby businesses support.​”
Jay-Z, however, naturally disagreed with that assessment: “Our plan is the only one that transforms an existing building into a project that creates massive opportunity without displacing the neighborhood. With limited space inside – no retail and just one theater – visitors will naturally flow into surrounding Broadway shows, restaurants, and shops.“

Economic benefits
Other arguments against the casino focused on traffic, congestion, and the impact on black and working-class communities. As part of the proposal, Caesars has promised $250m in community projects, including a $15m civil rights museum.
“Gambling addiction is a serious issue that isn’t unique to Black or working-class communities,” said Jay-Z. “We’re committed to providing resources for everyone. Caesars Palace has one of the most comprehensive responsible gaming programs, and their long-standing record is a major reason why they are our partner.“
In addition to the community benefits, Caesars has projected that more than 835,000 Broadway tickets will be sold per year if the casino gets the green light. The casino also estimates that it will generate $7bn in direct tax revenue in its first ten years, 13 million extra meals in local restaurants, and $880m in additional retail purchases every year.
